Communiqué of the 1305th Emergency Meeting of the Peace and Security Council, held on 13 October 2025, on the Consideration of the Emergency Situation in Madagascar.

Abstract

The African Union Peace and Security Council (PSC), at its 1305th Emergency Session held on 13 October 2025, expressed deep concern over violent protests in Madagascar that caused loss of life and property, firmly rejected any unconstitutional changes of government, and called on all parties to exercise restraint and pursue peaceful, lawful solutions. The PSC urged Madagascar’s armed forces to remain apolitical, emphasized addressing the country’s structural challenges through an inclusive “whole of government–whole of society” approach, and encouraged renewed national dialogue based on the 2011 Roadmap for Ending the Crisis. It reaffirmed support for Madagascar’s sovereignty and called for coordinated AU-SADC efforts toward peace and stability, including dispatching a high-level delegation, appointing a special envoy, and strengthening the AU Liaison Office to advance mediation, reconciliation, and protection of vulnerable groups, particularly women and children.
